Issue with 'Set Soft Factor Units Attached'

I like to control my German units with the 'Set Soft Factor' function.
In the CR I ordered one turn prior to this one all support units to the OKH. It worked with the exception of contruction units, but this does not matter in this case. After that I manullay attached some of the available support units to some selected divisions. When I use the 'Set Soft Factor Units Attached' to my surprise I see a green corner in the unit counter at divisons which have no support units at all. Divisions with one or three attached support units got a orange or a red corner. Please look at the screenshots. Is this WAD? I doubt that this is WAD. It should be the other way around: a green corner when the unit has got its maximum support units (3 I guess), yellow when 2 units attached, orange 1 unit and a red corner when the division has no support units at all.

The same Soft Factors are used to show enemy SUs. So "red is bad".
