Hi, ok... Hungarians and Romanians don't get along... but using the Red Army?

Several romanian generals have soviet-romanian duplicates but those all become active 8/44. There's obviously no check for a romanian switch of sides nor the existance of its romanian original (may be lost).
Possible similar issue for Bulgarian generals.
Probably best to have them disabled for now until a better solution like event-based activation is found.
