Is it possible to further customize the winchester settings?

For example I have a F16 loaded up with the Strike Land/Naval config consisting of - 2 Paveway II, 2 Sidewinders and 2 AMRAAMs. The plane will automatically go Winchester if I expend either all my Paveways or all my AMRAAMS. I'll often use my Fighters with bombs, as back up CAP as they have AMRAAMS. So just cause they dropped their 2 bombs, doesn't mean I want them to RTB.

I can set Winchester to Off, but that doesn't necessarily meet my goals either and causes more micromanage then it's worth in larger engagements.

Is there a way to customize what the game considers as all mission ammo having been spent?

There should be a number of Winchester options, coded as Shotgun, they are listed here:

Hopefully the setting you seek is there.

I tried most of those. Each of them seems to apply and either/or check when it comes to weapons expenditure. For example if I spend all my primary anti air munitions OR my primary anti land/surface munitions, the plane will RTB. What I want is it not to RTB until BOTH and expended as some planes are multi-role loadouts.

While the Falcon is a multi-role aircraft, the air-to-air missiles on a ground loadout are meant mostly for self-defense. As the "allow easy targets of opportunity" options don't exactly fit your request, you could reassign the aircraft to an air patrol/air intercept mission (though that is a bit of micromanagement).

you can change weapon state RTB to DO NOT RTB.
