How to get units to use their cannons in strike missions?

How to get units to use their cannons in strike missions?

I am trying to set up a land strike mission for some Apache helicopters. I designate the targets, assign the planes but after the helicopters have spent their hellfire missiles they do nothing, despite the fact that they could still engage the targets with their cannons.

Enable A/G strafing in the EMCON/Doctrine menu
