[1662] Aircraft doesn't loiter after winchester and RoE sets to no RTB

How to reproduce: Run the attached scenaio and observe the only F-35.

Expected behaviour: the F-35 will loiter after all Meteor missiles were spent.

Last version with expected behaviour: 1567.06. 1645 has more serious problem with RTB rules but partly solved by 1662.

I believe the overriding principle should be that manual orders of speed and altitude ALWAYS take precedent over all preset values until next waypoint is reached. At that moment waypoint presets ((if any ) apply until and unless manually overridden..
