Background Story:

Tension is growing between Venezuela and Guyana. Venezuela’s President Nicolas Maduro on Dec 5 2023 called for a bill to create a “Guyana Esequiba” province and ordered Venezuelan companies to prepare to enter the territory to explore for fossil fuels and minerals “immediately”. The move escalated tensions over the disputed oil-rich territory. Guyanese President Irfaan Ali rejected the measures as a “direct threat” against his country and threatened to take the case to the United Nations Security Council (UNSC).

Venezuela has for decades laid claim to Essequibo, claiming that the Essequibo River to the region’s east forms a natural border and has historically been recognised as such.Venezuela’s latest efforts to overtake the territory piqued in 2015 when ExxonMobil announced it had found oil in commercial quantities off the Essequibo coast.Maduro’s statements follow Sunday’s controversial referendum to annex the territory, which was called after Georgetown started auctioning off oil blocks in Essequibo in August 2023. Caracas claims that 95 percent of Venezuelans voted to annex the territory.

The US embassy in Georgetown said in a statement on Thursday that US Southern Command, which oversees military operations in Central and South America, would “conduct flight operations with the Guyanese military” on Thursday. The statement said the drills were part of “routine engagement and operations to enhance [the] security partnership between the United States and Guyana” but has been widely interpreted as an effort to deter military intervention by Venezuela.

The American intervention seems to have worked. In the months following the announcement of the joint cruise, Venezuelan military activity around the area slowed, and Venezuela's foreign ministry stated that the long-standing territorial dispute between the two countries should be resolved through peaceful means. However, Venezuela has not stopped all military-related activities. Satellite images show a major renovation and upgrading of an air base near the Venezuela-Guyana border. This has cast a cloud of uncertainty over the situation in the region.

The Venezuelan military has been seeking foreign military cooperation in recent years and continuously strengthening the modernization level of its own military. In May 2024, China and Venezuela announced further strengthening of military cooperation between the two countries and actively promoting arms sales. The move is expected to further deepen the strategic cooperation between the two countries and has also attracted wide attention from the international community. According to the agreement reached between the two sides, China will provide Venezuela with a number of advanced military equipment and technical support, including land warfare equipment, long-range early warning radar, missile defense system and communications equipment. The equipment will enhance the combat capability of the Venezuelan army and strengthen its homeland defense and national security. For China, military cooperation with Venezuela not only helps strengthen its influence in Latin America, but also helps protect its interests in the region. Venezuela is one of China's most important sources of oil supplies, and Chinese companies have invested heavily in energy and infrastructure projects in the country. Therefore, protecting the stability of the Venezuelan regime is of Paramount importance to China, and through enhanced military cooperation, China can further secure its influence and interests in the region.

The protracted Russian-Ukrainian war has come to an end, and Russia can finally pull itself out of the quagmire of the war. In October 2024, under the mediation of the United States, China and the European Union, Russia and Ukraine signed an indefinite ceasefire agreement in Dubai, United Arab Emirates. The agreement recognized Russia's control over the territory it now occupies and established a demilitarized zone east of the Dnieper River to the Line of Control between Russia and Ukraine, with a multinational military ground force stationed to monitor the ceasefire. The Russians seem to have got what they wanted, but that has not lessened their hostility to NATO and the West. Addressing the nation at a Russian State of the nation event shortly after the peace talks ended, President Vladimir Putin said Russia had not forgotten the serious hostile acts committed by NATO and the West during special military operations, for which they must pay the price.

At the beginning of the New Year 2025, the Venezuelan military suddenly entered a state of high activity, with a large number of ground troops beginning to converge from all over Venezuela towards the Guyana border. Shortly after, Venezuelan President Nicolas Maduro declared a state of emergency. The Venezuela-Guyana border situation has escalated dramatically. In January 2025, the Russian and Venezuelan militaries announced a military assistance agreement (which may have been secretly reached long ago) under which Russia would immediately deliver to Venezuela an aviation regiment-sized Su-35 fighter jet along with accompanying munitions, including R-37M ultra-long-range air-to-air missiles. Speculation is that the move is likely to mimic NATO's transfer of F-16 fighter jets to Ukraine during the Russia-Ukraine war.

In early-February, a Chinese naval escort group including a Type 055 guided-missile destroyer left the Chinese coast and entered the Indian Ocean region, continuing west into the Atlantic Ocean after a brief anti-piracy mission. At the same time, the Russian Navy's nuclear-powered guided missile cruiser Admiral Nakhimov, which had just completed upgrading tests and returned to service, left Murmansk with a Gorshkov-class guided missile frigate and headed south into the depths of the Atlantic Ocean. Both combat ships are capable of carrying “Zircon” hypersonic cruise missiles. Both groups arrived at the same destination - Venezuela - in late February. On March 2, China, Russia and Venezuela simultaneously announced that A large joint exercise would be held in Venezuela, and before the start of the exercise, a Russian air formation consisting of Tu-22M Backfire bombers and A-50U early warning aircraft arrived at Simon Bolivar International Airport (since then, the Backfire bombers have been transferred to other air bases). China also sent electronic warfare support aircraft to participate in the exercise.

At 8 p.m. local time on March 4, the president of Venezuela delivered a national address and officially announced the "liberation" of the Esquibo area by force. Despite the dense jungle, the Venezuelan army's progress has been rapid because of the disparity between the two sides. In the face of this situation, the United Nations Security Council has been deeply divided, led by the United States and Britain strongly condemned China and Russia for the substantive support of Venezuela's aggression against other countries. China and Russia argued that Venezuela and Guyana's sovereignty disputes over the relevant areas have not been confirmed for a long time, and the root cause is the legacy of colonialism and the provocations and troubles of the United Kingdom and the United States, and China and Russia will firmly stand on the side of "fairness" and "justice". However, according to CIA intelligence, Venezuela,China and Russia made a secret agreement that after Venezuela successfully occupied the Esquibo area, all mineral rights in the area would be transferred directly to the two sides, in exchange for the two sides to help Venezuela deter and prevent foreign interference in its military operations.

Shortly after Venezuela announced the start of military operations, the intelligence and defense services of the United States and Britain have been discussing intervention in Venezuela around the clock. Finally, on March 10, Operation "Shield of Justice" was formulated. Under the operation plan, a joint operation force consisting of US, British, and Canadian naval vessels and air forces will conduct infiltration strikes (conducted by F-35B fighters and low-detectable off-zone munitions) against the forward force staging areas and command centers of the Venezuelan incursion into the Esquibo area. Shortly after Venezuela announced the start of military operations, the intelligence and defense services of the United States and Britain have been discussing intervention in Venezuela around the clock. Finally, on March 10, Operation "Shield of Justice" was formulated. Under the operation plan, a joint operation force consisting of US, British, and Canadian naval vessels and air forces will conduct infiltration strikes (conducted by F-35B fighters and low-detectable off-zone munitions) against the forward force staging areas and command centers of the Venezuelan incursion into the Esquibo area. After many days of troop buildup and coordination, the time came for the operation to begin...

This scenario does not set the Venezuelan side against the player, and it is up to the player to decide when to start attacking enemy assets
