Looking at your suggested S-400 COMAO/LFE (DEAD) package. Not sure if you tried it here, but there are several issues with the employement of it as you state.

Weapons - there are no Brimstones, at least not up until the supply flights cease. There are Storm Shadows, but I can hardly swarm those.

Only one dedicated Fighter escort will quickly be out of weapons if it comes up against more than two DCA aircraft.

Forming up takes for ever, they are coming from disparate bases and by the time they are all formed up they need to refuel, but there are so few available tankers that this takes a long time and the tankers, depending on where they are from dont always have the fuel. COMAO or LFE is a complex issue and requires a lot of assets over and above the strikers to make it work

You'd need to have the aircraft configured for this as soon as the weapons arrive. You dont have that many aircraft at the get go and the reinforcements trickle in during the first few hours, meaning any air/ground missions will have to wait for at least 6 hours after the arrival of either the weapons or the aircraft.

Other Stuff

The minesweeping missions for the Romanian and Bulgarian navies never activate before the CM's destroy the MCM vessels in their berths.

I intend to switch back on the the SAMs post the NKE by the 'hackers' because they wouldnt just sit there waiting for the network, they would boot up in standalone mode.

DB Issues. When you refresh, please use at least 498. Here is where the accidental advantage given to SU-35s was removed. It was effective against stealth, it should not be. Also I am trying to get the anti stealth capability accidentally given to vanilla S-400s removed (Cheeseboard is not a NATO C Band radar). I now need to re-run it to see if I still get avalanched effectively or whether the downgrading of the IRBIS radar has fixed the anomaly.

I am going to run this again, this time with the latest (498a) database and the Bulgarian/Romanian SAMS moved in line with a more useable (and realistic) line of sight, the AEGIS Ashore suggested and the actual SAMP/T that the French have covering Constanta since September
