Missing Cargo Types in Older Scenarios

When adding cargo to a unit in a new scenario (using CMO 1307.9), the database of cargo types includes Ground Units, Containers, Mobile Facilities, and Mounts. However, if one attempts to add new cargo operations to an older scenario created before the Cargo 2.0 updates, both Ground Units and Containers are missing from the cargo database. Performing a deep or shallow DB upgrade does not fix this issue. Is there something else that has to be done to allow an older scenario to be updated to use the new cargo features?
