Military Exercise

I would like to conduct a naval military exercise consisting of friendly nations.

Would like to proceed as if in a normal hostile environment i.e firing weapons etc

Is it possible through Lua to setup so no damage occurs? ....random damage 0.0?

There's an event handler that takes incoming damage and reduces or nullifies it, to simulate active protection systems in ground combat.
