Disembarking?

Posted this on Steam, but not sure if I might get a better response here.

Just picked this up in the Steam Sale, and started with the small Okinawa scenario to get my feet wet. I embarked the HQ unit and one division from the USA min supply base to try and add them to the fight on the island. There are no landing craft in this scenario, and the ports captured by the USA are level ones. When I docked the fleets with the units, it would not allow me disembark as no landing craft. Can I not just offload them at a friendly port, surely I should not need landing craft for that?
