Since there is no winter in the Pacific, I would like to propose to replace Winter Combat specialty by Jungle Combat specialty. Reading a book on Burma campaign, jungle tactics were the key to UK victory.

Right now it is handled through the events and when a nation gets it I guess all its units get it. If it was put in the specialty menu you couldn't afford to ever do it unless the specialty point generation was dramatically increased. But it would still be the last thing you would do with specialty points (right after you upgraded every capital ship in your fleets and all your armies[:)]).
If the specialty point system was changed to where each item had a different cost based on both the specialty and type/size of target unit, it would probably not work. For example, if "jungle fighting" was a specialty that only cost 5 specialty points for a division, 10 for a Corps/Marine, 15 for an Army then it might work.
Actually think specialty points should at least have a sliding cost based on unit size. Right now it is to expensive to waste on land units which aren't full strength Armies.
Okay but Winter Combat in Pacific is almost useless. I tried. [:D]
