Enemy Major Power Free State (at peace CMP)?

Empires in Arms is the computer version of Australian Design Group classic board game. Empires in Arms is a seven player game of grand strategy set during the Napoleonic period of 1805-1815. The unit scale is corps level with full diplomatic options

Enemy Major Power Free State (at peace CMP)?

I conquered Prussia and we're at an enforced peace. So I was a bit surprised that a Prussian army was able to go into one of my free states (Holstein) and take the city (Kiel) with a siege. I'm sure this is legal, but what am I missing that allows Prussia who should be at peace with me taking a free state region city I control?

Is this another case where I need to go into the diplomacy settings UI and double click the minor(s) I want to support? From all other MP I assume (typical case?

Even more confused we both have city garrisons? We both have armies there too.

Holstein is still listed as one of my free states. Here is the region info.

Could it be that Holstein was neutral, Prussia DOWed Holstein, and Holstein then aligned with France?

I guess it is possible, will have to recheck some saved games to see the history.

Either way, how do I get Prussia out of that region? Do I have to wait until I am at war w/Prussia again?

That seems likely, and reviewing the game log would confirm.

If Prussia conquers Holstein, French forces would evacuate.
