Question regarding fleets in the game

Empires in Arms is the computer version of Australian Design Group classic board game. Empires in Arms is a seven player game of grand strategy set during the Napoleonic period of 1805-1815. The unit scale is corps level with full diplomatic options

Question regarding fleets in the game

I was wondering how the computer was going to handle this situation-

Spain and Turkey at war with Britain. Both have a fleet in Cadiz. They did not declare combined movement. Britain has a fleet in the Blockade box. Britain seiges and takes Cadiz. Do the Turkish and Spanish fleets sail out together and fight the British (even though they are not combined) or does the game force them to sail their fleets out individually? I ask because the decision to scuttle the fleets could have an impact on the AI...
