Missing SFT in MOdel Designer

Why are new SFT types not showing up in the TOE Model Designer

I have added a new SFT (actually it is just an exact copy of the standard (Staff I) using the Add SFtype Copy function (Actually added a lot of new SFtypes)

The New Unit is Renamed, I have made sure that there is an Item Type and that all research levels are good etc. right item group etc I have freaking checked and rechecked and rechecked every setting there is.

When I go to create a new Unit the new sftypes show up in the dropdown. I have a new location type, The new SFtype shows up on the dropdown to be produced. The new SFtype shows up and works prefectly across the game except in the TOE Model Designer?

Please Help! What the freak am I missing?

There is a stat in the SFType editor for each SFT that says Reinforcement type... that has to have a number that is not already in use to show up.

Note that the first SFType with that number gets shown in the TO&E editor.
