It might be interesting to include some mechanism that makes the staff of Russia stupid for the first few turns--negative morale and combat bonuses--or requiring the Soviets to hire all new Generals after the purges. This would give the higher ranking Soviets a penalty for the purges that happened before the war. Not sure this is doable but it might help. Also increasing research cost for the Allies (purges in Soviets Union--lack of foresight for the West)--or give Germans high bonuses for research the first few turns...

I am playing the USA in this game and I think the automatic increase in production without me spending a "dime" is not accurate. I can see it being out of my control before the war engulfs the USA but afterwards I can see production advances costing me PP. I can see fast production increases until I reach 50% than slower and more costly increases after that...it costs more to go from 99% to 100% than 40% to 50% production in the real world.

It most of my playtests I have found the German player is able to achieve a useful advantage in technology. However the US and Russia in particular appear to be over-competitive in research. Some changes are scheduled.

The Russians do begin with a staff shortage early in the game but I will further lower Russian staff experience/morale.

Your suggestion that there should be a PP cost to the USA to increase its production during the lead up to the war is an excellent idea and something along those lines will be included in a future version.

Before the start of the war the USA had the largest base of scientists in the world but they were NOT involved in the war effort but civilian and general research giving the USA a big lead in general science. But this did not get reflected into military tech until after the USA entered the war and that increase was slow at first due to these scientist not wanting to be part of the war effort. The USSR had a significant deficit in scientists due to the purges of anyone who did not follow the communist ideology...Germany had a big advantage in military technologies due to Hitler's heavy funding of those sciences right after he took over Germany.
