Jane’s Information Group lists North Korea as producing and stockpiling submunition warheads for 122mm, 170mm, and 240mm rockets. Jane’s Information Group also cites the North Korean Air Force as possessing KMGU dispensers (which deploy submunitions), RBK-500 cluster bombs, and unspecified types of anti-armor and anti-runway cluster bombs. Janes report around early 2000s indicates the existence, stockpile, self-manufacturing capability of DPICM munitions in DPRK for KPA. Considering the 122mm, 170mm, and 240mm rockets are Soviet era artillery, I think it would be safe to assume KPA had artillery DPICM munitions from 1980s. Especially considering production ability, KPA probably had rocket arty DPICM munitions.

Sources also confirmed existence of arty DPICM for PLA and RoKA. I recognize some of the lists are cold war era munitions.

Yes, they might have likely acquired some stockpiles or production licence in the 1990s.
