1. How would you keep snow from hexes when using a map of say Southeast Asia, with the exception of maybe mountain hexes. Would hexes other than mountain hexes be higher than 40 or lower. I want rain but no snow. The map in question is of Laos and Cambodia and would the rain percentage be increased from 25% to something higher as during certain times of the year rainfall is larger than other times of the year.

2. Is there a way to get oil using a actioncard and if so, how

Hi Lion

In fact there is some documentation on the wiki over here: http://www.vrdesigns.net/atwiki/doku.php?id=dcx

But also documentation for each library inside the game. Go to libraries => Click VR Basic Lib and in the bottom of the screen you'll see a text field with explanations and subtabs (like for weather).

It is possible to do what you want by painting Lib var values for 'WheaterDelta' on the map. Above 50 winter should never happen. Because the snow phase will start 50 days later and end 50 days earlier.

Replacement cards (Also in the VR Basic Lib) can give troops, but also oil or supply points.

mountain hexes for snow would you increase it from 20 to maybe 30 or higher for no
Snow . will I still get rain and what would the setting be for this area and how can I make it heavier during certain times of the year

I advise to just put different values on the hexes for the 'WheaterDelta' hex-libvar using painting through the map subtab and then starting your scenario at different dates to see the results.

Rain always works unless its blocked in the global hex libvars of the VR Basic Lib in the library tab.

The system is not hyper flexible but should work for anything on the northern hemisphere.

for non high mountain terrain, I had to use 100 and for high mountains 110 to get the effect I needed and it appears to work. Thanks
