Create/Move HQ?

Hi, I'm a newbie. Is there any way to create or move an HQ? Specifically, I want to put one in Finland and move some troops there to attack Leningrad. Thanks!

Hi ParrotBuddy,

The Finn's were very particular who they let in and despite numerous German requests to do as you've indicated, they declined (apart from a single German division and other forces up North).

The game reflects this.
