Please test it - from the ships and bases menu, when retrofitting private mining bases and gas mining bases I had money added to my budget.

Any private sector ships that use state run facilities pay a fee for the use of the facilities. So those ships were paying you a rental fee for taking up the construction yard slots. The money you gained shows up as a loss in the private sector economy.

Errr....

I click to manually retrofit a mining base, and the cost of the retrofit is added to my budget.

Any retrofit I do adds money to my budget.

Working as intended?

Yes Timotheus. That is working 100% as intended. Mining Station is somebody's private buissnes. You, as a rulling body of Space Empire are simply sending that somebody message "According to new regulations, Your mining station must be retrofited to match XXXXXX desing, or will be closed." It is that somebody who owns Mining Station - that private investor, CEO or whoever, that must pay for necessary work.

So they pay the government to do it?

In today's system, in any country, a private sector pays a private company to do so.

Unless one is in North Korea.

Yes. They pay goverment for this. To be precize, they pay for resources which happen to be always property of goverment in this game.

Just to be clear: the money doesnt come from nowhere, it comes from the private economy cash-on-hand.

Typically you want to extract as much as possible from the private economy but this isnt always the case. A shortage of cash in the private economy can have crippling effect, particularly in the early game.

Right! You can't start new mines if your civilians are short of cash. Lower tax rates immediately if that happens, unless the civs have a good cash flow of over a million surplus per year.

Actually no, the resources are property of the private sector.
That's why you have to pay for the fuel, pay to build ships (based on the resources price) and planets don't pay their own resources.

The private sector pays a fee when using the government's workforce to build or upgrade their ships and bases.
