Shields Reducing

Why are the shields on all my ships say "reducing". I've played this game for hours, talking about Distant Worlds Universe, and never have I noticed my shields reducing.

If i remember right are you in a nebula or some sort of environmental hazard?

Retreat1970 is correct. If you are in a nebula with the lightning flashes it will damage your shields.
