Only Two Game Speeds

The manual says there are 3 game speeds (1, 2, 4), but when I ran the tutorial scenario I only saw two possible game speeds (1 or 2). Is this WAD?

AFAIK the game results when playing the game at the top speed were skewed in comparison to the other 2 slower speeds. To keep the realism in as far as possible the higher speed was removed. This can result sometimes in a long end of day winding up process if a few missions are far apart or damaged aircraft are flying a long way to base but totally worth it overall.
