Is there a way to prevent lost time by retooling (in for example the 190 upgrade to A5 - A6 to A8), by upgrading on historical availability date? Or will you always take the time hit ?

AFAIK the time penalty is always there. The changes to parts and process may not seem much but could be seen more clearly in the field as just a failure on one part not common to both models could leave an aircraft unflyable. It might seem harsher that a 4 line plant takes 40 days but some things are perhaps simplified in the name of playability and balance.
