Air Defense of Great Britain... what is the O.F. stand for?

Was this an actual organization, or is just a game abstraction to be able to use some British fighters as escorts for American bombers?
The boogabooga doctrine for CMO: Any intentional human intervention needs to be able to completely and reliably over-ride anything that the AI is doing at any time.
