assigning units to an HQ

so playing my first game. Love it, question on assigning units to HQ

Playing as the Russians, so lots of units show up and are assigned to Stovka (white) so I have been moving them up to the front to help stop the German advance, should I be reassigning these to HQ's on the front?

You should reassign them to an Army HQ if they are divisions or lower.

RR Engineers and such should stay at STAVKA or FRONT level.

There is tons of advice on the forums about which SUs are most useful and how many to assign. I think there is a consensus that sappers and artillery of various types are best for Soviets in the early game.
