German NM is far better than before...
Be careful while changing this table

German morale was changed to 3 point decline per year after 1942 for some time. This was done to prevent late war disintegration (remember the winning side usually is 5-10 points above their NM, and the losing side is 5-10 points below their NM). So the only gain is slower decline at start of each year rather than one big drop. Previous version actually made them weaker with earlier drop.

I think the minors have learned something about modern warfare at this time, and they had to defend their homeland - finally something to fight for (rather than invade someone in a "victorious" war of another power). In historical accounts I don't see them as very poor fighters, they were rather badly equipped (but this was at least partially dealt with, in 1941 they had really small artillery component and very weak AT), and usually appointed tasks they were unsuitable for (as if the Germans were thinking Rumanian infantry division being equivalent of theirs, and gave them similar frontages). Besides the same applies to them as to the Germans (see above), so +5 NM being the defending side is more like -1 or -2 morale on average. And you have to relate their combat power to the Soviets - 45 NM retreating rifle divisions of 9000 men in 1941 vs 60 NM advancing rifle corps of 30000 men in 1944. Even with +5 NM the ratio of combat power swings drastically against minors. And I always had the intent of minors being usable, so that Axis players would put them to use on the front instead of using them only as garrisons. And being on the front they are still a weaker part, like during Uranus, but at least one can now risk to put them on the front at all (I do it in stacks of three, in fortified positions), rather than having a no-brainer choice of always keeping them behind.

What matters is that Soviets are the strongest they have ever been, starting from late 1942, in some points comparable to pre-1.08 morale, in some even stronger.

I remember you saying in another thread that the Panzer division had been modified to accommodate
to include the Stug in the assault regiments. What year does this kick in?
Those are my principles, and if you don't like them... well, I have others.
