Quick Production question

I'm new to the game and having a lot of fun with it, but as one of those people who feels compelled to understand everything that's going on, I have a question about the production screen.

The "supplies in units" and other "xxx in units" numbers are clear. That's what the units have on hand. The numbers in parenthesis refer to the amounts that would be needed to bring the units up to 100%

However, the numbers in stores are confusing. "Fuel stores" lists as single number and this clearly refers to the amount of fuel in storage, but oil stores, supply stores, and resource stores all list two numbers. The first is obviously the amount in storage, but what do the numbers in parenthesis mean? The manual makes no mention of these.
