Where are my Partisans?

I have been playing the full CG, PBEM as Soviets. Currently up to October '41 and have yet to see a ready Partisan unit, or a partisan attack. Not one.

Every turn maybe 5-10 undready cadres appear, but never mature into ready units.

I have been dropping supplies every week. Generally 1-3 sorties of around 30 planes. Is it bugged? They only drop about 100 miles behind the lines, and generally not in the locations where cadres are located.

Even if my opponent is doing a bang-up job of maintaining rear garrisons (I don't know), is this possible or is the whole Partisan system bugged in 1.03? Seems bugged unless I am still overlooking something.

The problem was discovered just recently and was fixed today. We still testing how it works. Not sure that it will be in the first 1.04 public beta which is about to show up soon.
