Threat level?

When you hover your mouse over a city there is a "threat level" in the pop up box, what is that for?

Asked about it before and the response from developers is we should not be seeing that! [:D]

I guess it is something to do with the AI and how it decides to act. And for some reason they forgot to hide it from us?
