I'm playing the Soviet side and am in August 1942. Can someone hold out hope for me that someday the red Air force will actually fly more than 1/3 or 1/2 of the planes I assign to the mission?[&:]

It depends on the air rating of your airbase, which in turn depends on your chain of command. Soviets have some 5-6 ratings and the 6 and 7 IAP air corps which start under northern front and Moscow MD. You’ll need to chain those together (edit: with their front air commands) to get the best air ratings (72%). It’s possible some stronger air commanders come in later but you’d have to check the databases for that.

Something that helped me was using a staging base for each Air Front with 0 planes. I shift+click on that base for every ground bombing and/or airbase bombing attack in that area during an average turn. Shift+click selects only the planes from that Air Front or whatever they are called. I tried to balance a few level bombers w/ a lot of tactical bombers and fighters.

Interesting. I don't understand why that would help, but I'll give it a try.
