Air directives without planes

Hi.
Why some air directives (automatic air creation of doctrines) dont fly any plane?. 0 sorties. But others AD on the same HQ its ok with a lot sorties?.

How can i know why no sorties here?, no more planes?, bad weather?, i can´t see why.

If all your ADs are set to AUTO then you may have run out of available aircraft - read One Page Guide #9.
