I'm playing as the Germans, and made slowing down the Red Army a priority. For thirteen months, I never let the Front Condition fall to Critical, and kept it Stable for more than 2/3 of that time. And yet, Operation Bagration ended exactly where it did historically: on the doorstep of Warsaw. It feels like none of my effort mattered; what was destined to happen was going to happen.

It seems to me that if you don't enable it, the game gives you an extra 3 months to achieve your goals.

It should matter, but there's a lot of variability to the results.
