17.3.4.1. OBEE RADAR TARGETING SYSTEM
OBOE ground radar allows better night bombing of factory targets when bombing within 27 hexes of any of the following four locations 58,183 – 76, 182 – 87,180 – 90,170.
This capability exists during for the entire game.

Will this overcome or reduce any weather - rain, snow, blizzard, - penalties?

I suspect it multiplies all effects.

I was reading the manual and re-remembered this. I guess it applies to both RAF and USAAF?

Figured it would make a big difference in bad weather. Which is why I referenced Owls, they hunt by sound; not sight as most people believe.

Was wondering if anyone had observations of their use of this.

Mine - During the winter of 43-44 I was flying RAF night missions in the worst weather and hitting the target. Some operational losses, but not from others - flak, fighters.

It helps anyone doing night bombing. I assume it would help in bad weather since it's giving aide to finding the target, but don't actually know how the benefit works.
