I have never played either game before. Just wondering which one would be good to start with having never played this type of game before.

I would start with War in the East 2. The air portion of the game is easier to play and lets you concentrate on the land portion of the game. Play the shorter scenarios until you are comfortable with the system. While play is daunting at first, you will master the basics quickly. You can work on mastering other details at your leisure.
