Artillery Getting Auto Assigned

I'm having a problem with artillery support units. I assign them to corps HQs. Then I come back the next turn and all of them have been reassigned to the theater level HG, AFHQ in Italy and SHAEF in England. I can't figure out how to prevent this. The rules say that, if you have an HQ's priority set to 0, then support units should not be auto assigned to them. I have priority set to 0 for all HQ units, so there should be no auto assigning.

How do I keep the artillery units where they will be useful?

You can set Lock HQ support to lock it. But open up the CR and go to the HQ tab and set it there. Or open each HQ and click on the Assigned tab and set it there.

So if you want all the SU to go to OKH or STAVKA set them all to -1. Or if you had set all your Corps HQ to 3 then lock it so the auto system does not kick in.
