Axis Air HQ Usage?

Axis Air HQ Usage?

I was wondering if its better to prioritize attaching air groups directly to the air corp HQs or air army HQs from a leader check perspective? Do air groups receive the penalty for reporting to directly to higher level HQs other than corps (+2)? The corps level ones seem to have poor leaders with around 5 air rating where the good army ones have 7-8 air ratings. I realize long term it would be ideal to replace the poor corps HQ leaders but that might take a while with the limited AP.

I will admit upfront that I've never played Axis, only Allied, so this advice may not be useful:

For the Allies, I assign air groups to the air corps HQ level so that I can get more air directives per turn and have more flexibility in my air doctrine. If you do that and you plan to assign escorts to AD's, you need to know how the interaction between air groups in air corps and air groups in air armies works. As I recall for the 8th Air Force I put the bomber groups in the air corps and the escorts in the air armies.
