Do I need to bring the HQ's to England to plan DDay or do I get 'new' HQ's?

You get two additional Amphibious HQs in late Feb 1944 but that won't be enough for DDay. You should move 3 or more HQs to England by Feb to build prep points for the invasions, remember the larger the port the faster the prep.
