Admin Level Custom Setting

I'm playing the 1943-45 Campaign. Before I started, I set the Admin Level setting in Custom Difficulty to 400%. It isn't having any effect. As the Allies, I still get 10 Admin Points each turn.

I've used this before and it worked fine. I have no idea what is different this go 'round.
