EF box bug

Playing without control of the EF box.
server game, Seminole v S2Tanker

Had a problem where two regiments of the 2nd FJ Div were for some reason not getting replacements so they couldn't get back to 75% TOE in order to withdraw. I had OKW within 5 hexes of one of them, and a depot under both of them, but their TOE wouldn't rise.

Well, now it is May '44 and the 2nd FJ Div has returned to the map from the Eastern Front, but two of its old regiments are still on the map.

It was named 2d Fallschirmjaeger Div.

I'm not sure what to do about the 'stuck' regiments. I can't re-assign them to a new HQ to try and improve their admin rolls. I've placed OKW within 5 hexes of one of them to see if that would help months ago to no avail.

I've the exact same problem. These units are stuck there for like 20+ turns, they are not receiving any replacements at all. What to do? It is a server game vs kentkroeckel if someone can check.

please show unit details to identify what's missing
Where's the parent unit of these two?

Thank you for your interest.

The parent unit is located at Suwalki, 4 hexes south.

The infantry division is looking in a better shape, but actually I tried to refit before it withdraws but couldn't make it. It is there for 4-5 turns but still is not receiving any replacements. The others are there for +20 turns. And SS Panzer is scheduled to come back in a few turns, and in the withdrawal screen it has more men and material than the one that stuck in East Prussia. I hope it will not duplicate and create two 9th SS Panzer divisions on the map.

I currently have 2 9th SS Panzer divisions in my game, one that is waiting forever in East Prussia to reach %75 of its TOE, and the one that just arrived in much better shape.
