Can it be set up so one leader could possiblybe in command of two units at the same time?

The example would be Eisenhowe is in charge of AFHQ but could a scenario be set up where when SHAEF arrives he is the commanding officer? That would ensure he's the SHAEF CO and then the AFHQ could be assigned to someone else.
