Red bordered hexes

I was not able to find this in the manual. I have just started a game of Desert Squadrons. There are some red bordered hexes that I believe my reinforcements come up in. How do I get those units on the playing field? I played a game of Operation Sealion, I believe, and I could never get my tanks in the south to be in the battles.
