axis operations 1939 and generals edistion

I bought the two expansions and I am not able to download them.
I think my problem is I bought Panzer corp2 under steam and bought these two from matrix.
Any ideas on what I can do to get these two going? or am I out of luck

You'll have to redeem a Steam key for the game and then activate it in your Steam account.

for some reason, Generals edition is already up there but axis operations 1939 isn't

And I did try to input the key into it and it didn't work

I want to know why I can't install axis of operations 1939 and pamzer corps generals edition. I paid for this and I want to be able to play oy.
