Import Core Army from GC 43E to 44W

Presently I'm unable to import my core army from the GC 44 East to the GC 44 West. It imports to GC 44 East w/o problems. Is the prevention of shifting from East to West by design, or is it that I've played the Eastern Front scenarios so much that I forgot whether it was possible to go from East to West?
