Research gets stuck on certain techs

Howdy all. I've gotten back to playing the game more, and the changes are fantastic. I am encountering one problem though, and it's likely my lack of understanding. Occasionally, a certain tech gets stuck at 95% and won't complete being researched. I've had this issue on my Economic, Military, and Applied Science Councils on different individual techs.

If I change the tech item to research, the new item progresses and completes normally, but I can never get the stuck tech to advance again. What am I doing wrong?

Some techs are linear and will never finish as binary will. Check what you are researching.

I think Vic should just give Linear techs discrete levels, display x/100 in the tech tree and be done with it. Linear techs as they are right now keep causing issues. [:)]

OK so I see that the help documentation says "Linear
Techs are easy to progress in initially but become harder to research once you
become perfectionist. The positive effect of a Linear Tech is relative to your
score on the Tech in question."

But... I guess I need someone to explain to me what that means. How do you research a linear tech?

I research linear techs in threshold steps. When I reach 50%, I switch to another Applied Sciences tech until all I want are at 50, then to 70, then to 80.

This all depends on the BP production capability and research time setting, so if you are lacking BP production, I'd start to switch at 30%.
