How do you do this? I can't find a command to do so

It's there on the same screen, top right I think. You'll find it.

Stratagem View/F6
Scrap Mode in the upper right corner, right above the Card Image.
You scrap a bunch of cards. Then while still in that mode you craft the cards.

Note Stratagems and the avalibility of this mechanic is stored in savegames, when teh savegame is created. Old Planet Creation saves will not have new features like that.
