private Assets mothballed 1.21m

Hi All,
What is the mechanics of mothballing private assets?

I have round 133, capital, 517k population and 88,8l workers where many private assets are mothballed (causing some problems for my Civ score) - for a total of 17 private assets, 9 are mothballed.

What are the private population and private jobs numbers?

Pr jobs: 142,2000 vs 567 000 population
Public Jobs: 55100 vs 88 800 workers
