Early in the game, turn 30; still just starting zone; 11,000 troops in city.

Unrest:15, Danger:9.

All assets receive 100% required resources.

Each and every public asset loses 63% production due to Zone Circumstances; private assets unaffected.

Pretty devastating!

Anybody else seen this one, or know what a Zone Circumstance is?

Zone Circumstances means Public Production Penalty. Propable sources are Cults or a Worker Strike.

I was wondering about this, too. I've got an 8% production penalty in my capital, due to "zone circumstances."

Is there any way to tell what's actually causing this? Yeah, I've got a cult, but there's no indication anywhere that the cult is causing it - not that I can find, at least. I can't find anything about this. It's just the extraordinarily vague "zone circumstances" (which I didn't experience in my previous game).

If it's the cult, maybe I'll want to discourage the cult, I don't know. But it's really hard to make a decision when I don't have a clue what's causing this. (As far as I can tell, it's not a worker's strike - not in my case, at least. My workers are wildly happy.)
