Bug: National budget gets reset to arbitrary values if a council gets 0%

Setting a council's budget to 0% will cause it to be silently reset the next turn, affecting the whole national budget, like so:
Supreme council 20% / Foreign affairs 0% / Military research 20% / ... -> Supreme council 17% / Foreign affairs 11% / Military research 17% / ...

It happens on both 1.26j3 and 1.26m. I would say either forbid setting the budget to 0%, or make sure it doesn't get reset.
