1.25d Disbanding OHQ units bug

Im disbanding units outside and inside my city at the same time-with the SHQ there, and its increasing fear and unrest. I'm guessing its being viewed as unit destruction.

Sorry again, checking the zone news revealed that its because hostile forces are near a private asset. False alarm
