[1.20i] with DLC, no option to start in larger zone than citystate

Don't know if it is a genuine bug or a removed feature, but when starting a new game there are no option for bigger zone starts (used to be 1 or 2 zones IIRC). Please bring this back Really dislike citystate start if other majors do get a complete zone!

Some Oceania Planets have limitations (which are often higher if the Planet size is higher), even then if it is very islandy it is sometimes not possible to find the # of Zones requested. Should work as normal on the old Planet set.
