Private does not mothball a mine when it is at 0 reserve as it should as stated in the patch log. "Private Mines should now mothball when they run out of mineable reserves and startup again when new reserves are available.*"
Oil well III Vobario ruins (31,6) 0 reserve on turn 69
100% active on turn 72
